CECs to have powers to effect transfers of officials holding 12502 identified posts
UT administration can modify or cancel any transfer order
LEH: Nearly nine months after re-organisation of the erstwhile state of Jammu & Kashmir, the administration of Ladakh has unveiled a policy for effecting transfers of employees in the Union Territory.
Under the new policy, the administration of Ladakh UT has delegated powers to Chief Executive Councillors of two Hill Councils for effecting transfers of 12502 district, divisional and district cadre pots.
Notwithstanding the delegation of powers, the UT administration can transfer officers/ officials of any cadre, level, department, in the interest of administration,
It also reserves the right to modify, cancel or put in abeyance any transfer order made by any authority, “in the interest of administration”.
Under the policy, the respective CECs with the prior approval of their executive council have sole powers to effect transfers of officials holding 9182 identified district cadre posts.
The respective CECs can also effect transfers of officials holding 2193 divisional cadre level posts identified under the policy with the prior approval of their executive council.
However, inter -district transfers in respect of all divisional cadre posts can be made by director/ divisional head of department, the policy states.
They will also be empowered to effect transfers at divisional level for other than 2193 posts identified in the policy.
According to the document that lies with the news agency—Kashmir News Observer (KNO), the UT administration will have powers to make transfers of officials holding UT cadre post.
Under the policy, the CECs with prior approval of their executive council will have powers to effect transfers of officers holding identified 1127 posts of UT cadre
The directors and HODs have also been empowered to effect inter-district transfers in respect of level-8 to level-10A posts of UT cadre.
