Sakeena Itoo reviews preparations for Rashtriya Sarvekshan-2024

Says assessment will serve as critical tool for identifying gaps in education, guiding targeted improvements

SRINAGAR: In order to review the preparations for smooth conduct of Rashtriya Sarvekshan-2024 (formerly National Achievement Survey), Minister for Health and Medical Education, Social Welfare and Education, Sakeena Itoo today chaired a meeting at Conference Hall of Directorate of School Education here.

The meeting was attended by Director School Education, Kashmir, Dr. Tasaduk Hussain Mir; Director SCERT J&K, Prof. Parikshat Singh Manhas; senior officers of School Education Department and other concerned officers from various line departments. The Deputy Commissioners participated in the meeting through video conferencing.

During the meeting, the Minister held detailed deliberations for ensuring smooth and fair conduct of Rashtriya Sarvekshan-2024 scheduled to be held on 4th December, 2024.

Addressing the officers during the meeting, Sakeena Itoo underlined the role of Rashtriya Sarvekshan in evaluating the performance and effectiveness of School Education at the system level and to provide an evaluation on students learning outcomes, offering valuable data to inform policy decisions and educational reforms

She highlighted the significance of leveraging available resources optimally to ensure the success of this large-scale National assessment. She added that this assessment will serve as a critical tool for identifying gaps in education and guiding targeted improvements.

The Minister underscored the critical nature of survey in assessing student competencies at key educational stages. She emphasized on the importance of coordinated efforts and meticulous planning to ensure seamless execution of the survey across J&K.

Sakeena Itoo called upon all stakeholders, including Deputy Commissioners and the Education Department to work collaboratively in order to ensure the success and seamless conduct of Rashtriya Sarvekshan-2024. She also directed both Directors to launch awareness campaigns in their respective divisions to highlight the survey’s importance and garner community support.

She emphasized that the data collected from this large-scale survey will guide evidence-based policymaking to uplift the educational standards across Jammu and Kashmir. She also emphasized on the need for robust training and preparedness at the District level to ensure the survey’s objectives are met effectively and ranking of J&K is improved at the national level.

The Minister also stressed on deployment of credible staff for conduct of this National Level assessment.

While reviewing the establishment of Resource Custody Centers in District headquarters, the Minister asked all the Deputy Commissioners to oversee the setup of these centers, ensuring the implementation of robust security measures, including round-the-clock CCTV surveillance. She also tasked the security agencies to provide adequate security at these centers in order to maintain the integrity and transparency of the survey process.

Sakeena Itoo also stressed on the importance of timely lifting, dispatch and delivery of survey materials to the designated centres. She urged the Education department, District Administrations and security agencies to work collaboratively and maintain real-time communication to address any unforeseen challenges in wake of ensuing weather conditions.

Pertinently, Rashtriya Sarvekshan-2024 is undertaken by the Department of School Education and Literacy, Ministry of Education, Government of India, to provide structured feedback on student learning levels at district, state and national levels. These inputs are used for policy planning and designing pedagogical interventions to improve quality and ensure equity in learning.
