One-Day Training Programme on Incident Response System Held at Pulwama

PULWAMA: District Disaster Management Authority (DDMA) Pulwama, in collaboration with the Department of Disaster Management, Relief, Rehabilitation and Reconstruction (DMRR&R), today organised a one-day training programme on the Incident Response System (IRS) at the Circuit House, Pulwama.

The programme aimed to strengthen the district-level response mechanism and promote coordinated and effective action during emergencies and disasters.

During the event, Deputy Secretary, DMRR&R, Snober Jamil conducted an orientation session, sensitising participants about their respective roles and responsibilities under the IRS framework.

She highlighted the importance of preparedness, coordination, and timely response to mitigate the impact of disasters.

Additionally, Brig. Kuldip Singh (Retd) delivered an insightful virtual session on the concept, objectives, and functioning of the Incident Response System. He emphasised the need for a clear chain of command, defined responsibilities, and efficient resource mobilisation during crisis situations.

Participants were also briefed on the roles of Incident Commanders and other designated officers, integration of line departments, and the mechanisms for coordination at district and tehsil levels.

The event also outlined the objectives and structure of IRS, its integration with departments such as Police, Fire & Emergency Services, Health, PWD, Jal Shakti, Information and others.

Emphasis was laid on conducting regular training sessions and mock exercises to enhance preparedness and improve inter-agency coordination.

During the programme, various officers shared their insights, personal experiences, and case studies from field situations, contributing to a rich exchange of practical knowledge and lessons learned from ground-level disaster response.

Among others, the programme was attended by officers from the Revenue, Rural Development, Police, Health, Fire & Emergency Services, PWD, Transport, SDRF, FCS&CA, and Jal Shakti Departments.
