Dental Hosp, faces manpower shortage as result of House Surgeons delayed

SRINAGAR: The functioning of Government Dental College and Hospital, Srinagar has been badly affected over the past few months since the college is facing severe dearth of House Surgeons in all the departments.

It has been learnt from sources that examination of House Surgeons was conducted in February and since then the result has not been declared so far. They said the result of the examination has been delayed and as such the appointment of House Surgeons has been stalled.

“In the other dental colleges and hospitals the result of the House Surgeons is announced within 24 hours but that is not the case with the Dental College, Srinagar. The delay in announcement of results has led to delay in appointment of House Surgeons at the dental college and hospital,” said sources.

Sources said that all the departments of Government Dental College and Hospital, Srinagar are facing severe shortage of manpower as the number of House Surgeons in all these departments is very less. This has put extra burden on the doctors who are already working at the dental college and hospital.

Sources said that four crores have gone down the drain as the hospital authorities have failed to start the library at the college campus. They said although the building is there no books whatsoever have been procured by the college authorities.

“Over the last three years the building is present there and the necessary things have not been put in place. The books have not been purchased by the college authorities and the students are not able to take benefit of the college library. The students are suffering and they have to purchase books from the market,” said sources.

Sources said that the OPG is not available at the hospital and due to which the patients have to go outside to carry out this dental investigation outside the hospital. They said the patients have to pay a huge amount in lieu of this dental investigation.

“On an average 40-50 OPGs are carried out at the dental college on daily basis. The patients have to pay Rs. 600 for each OPG. The poor patients have to suffer since they cannot such hefty amount for carrying out the OPG,” said sources.

Sources said that crown facility is not available at the hospital and for this too the patients have to go outside. They said the authorities have failed to make the necessary things available at the hospital thus leaving the patients high and dry.

It would be in place to mention here that Supreme Court of India has admitted a corruption case to the exorbitant purchases made by Principal Government Dental College (GDC), Srinagar, Dr. Riyaz Farooq.

The Principal GDC Srinagar had made exorbitant purchases both at the GDC Srinagar and GDC Jammu. The Supreme Court heard the corruption case on Friday (March 29) and listed the case for July for further proceedings.

The Supreme Court accepted the plea of the petitioner that the case be treated as Public Interest Litigation (PIL) and issued notices to the respondents. The PIL has been filed by Chairman Jammu & Kashmir Right to Information Movement (J&KRTIM) Dr. Shaikh Ghulam Rasool. The petitioner is being represented by Advocate Gagan Deep Shar in the case.

The Special Leave Petition to the appeal of Dr. Ghulam Rasool is against the final judgment and impugned order dated 12-11-2018 passed by High Court of Jammu and Kashmir at Srinagar in OWP No.1259 of 2015, whereby the High Court has allowed the petition, thereby quashing the preliminary enquiry, FIR No.33 of 2012 and the consequent proceedings arising of the said FIR for want of sanction u/s 190 Cr.P.C.

Following Special Leave Petition dated 12-11-2018 by Dr. Ghulam Rasool, the Supreme Court listed the case for hearing in July 2019.
